A Summary of Differentiated Expressway Pricing and ETC Development


Differentiated charges and multi-wins

In accordance with the uniform deployment and requirements of the Ministry of Transport, the pilot provinces, in line with local conditions, carefully organized and implemented a differentiated charging policy of “dividing periods, subsections, sub-areas, and sub-models”, leveraging price levers, and adjusting the travel arrangements and route choices of vehicles to enhance the road network operating efficiency. After the implementation of the nighttime toll discount policy for trucks in Henan Province, the flow of trucks at leisure during the night was about 20% higher than before the implementation.


The implementation of differentiated charging policies has effectively reduced the cost of road cargo transportation, promoted the healthy development of the logistics industry, and supported the development of the real economy. From August to December 2017, a total of 629 million yuan was spent on preferential vehicles for the four pilot provinces. Among them, in Zhejiang Province, the international standards for container transport vehicles, according to the implementation of mileage "decrease declining" step-by-step charges, so that the cost of container cycle tolls fell by 7.8% year-on-year.


At the same time, the differentiated charging policy has also attracted ordinary highway vehicles to drive highways, which has promoted a significant increase in the traffic volume of expressways, and the drainage effect has been obvious. In 2016, Shanxi Province implemented a preferential policy of consolidating the expressways of impoverished areas in the highways and reducing the toll, and the expressway traffic increased by 137.9% year-on-year. At the same time, local governments implemented differentiated fees through ETC, which promoted the rapid development of non-cash payments for ETCs and trucks, and promoted the cost-reduction and efficiency-increasing of highway operation and management units.


Fully improve the ETC network operation service level

Accelerating the development of ETC, like comprehensively promoting differentiated charging policies, it is an important measure to promote supply-side structural reforms in the transport sector, improve the level of highway services, and facilitate public travel.


China's ETC network system is the highway information system with the longest network, the largest scale of users, and the fastest growth in transaction volume. It is an important infrastructure for the operation of toll highways in China.


In the application scenario, Beijing and other places will expand ETC into car-related fields such as parking fees, service areas and gas station consumption; in terms of product innovation, Shanxi and other places will explore the Internet-based electronic tag research, integrate information collection and services, and help "Intelligent high-speed" development; in terms of function expansion, Jiangxi and other places have launched trials for the use of ETCs for trucks to explore and study the weightless charges for trucks that are not parked.


The extensive usage of ETC has effectively increased the efficiency of highway toll stations and reduced road transportation costs. According to statistics, the average time for ETC vehicles passing through toll stations has been reduced from 14 seconds to 3 seconds, and the capacity has increased by more than four times. Through the implementation of the ETC discount preferential policy, in 2017, the bus discount was 4.4 billion and the truck discount was 3 billion. In addition, ETC also saved fuel consumption and promoted energy-saving and emission reduction. In 2017, it saved about 111.9 thousand tons of fuel for vehicles, energy saving efficiency was about 952 million yuan, and pollution discharge was reduced by 34,400 tons.
